On Aug. 1, Mayor Zohran Kwame Mamdani and Department of Finance Commissioner Richard Lee announced a four-week deadline extension for homeowners to apply for exemptions from the new residence property surcharge. The extension gives eligible applicants until Sept. 18 to submit their requests, allowing homeowners additional time to determine whether they qualify, gather documentation and complete the application process.
The extended deadline applies to homeowners who received a "You may be subject to..." notice from the Department of Finance, who can apply for an exemption if they establish that a property is their primary residence or demonstrate that they are not subject to the surcharge. The extra time is aimed to help ensure eligible homeowners are not incorrectly assessed under the surcharge while making the exemption process more accessible across the five boroughs.
"The pied-à-terre tax is an important new tool to help our city collect the revenue we need for safer streets, cleaner parks, and other critical investments across the five boroughs," said Mayor Mamdani.
The department encourages anyone who believes they qualify to apply as soon as possible on the city's website, where information about eligibility and the application process is available.
To help residents navigate the process, the department has expanded its outreach campaign by working with co-op and condominium boards, property managers and neighborhood organizations to share information with residents.
Additional outreach includes visits to senior centers and other community gathering spaces, direct communication with homeowners when contact information is available and follow-up mailings to households that may be affected.
These efforts are intended to ensure homeowners have multiple ways to access information and determine whether they qualify for an exemption.
Homeowners who received a notice are encouraged to submit their applications before the Sept. 18 deadline. Residents can contact 311 or the Department of Finance for assistance. Additional information about the surcharge, eligibility requirements and the exemption process is available on the city's website.
