NeuSpark Person Directed Services (formerly Program Development Services) opened its new headquarters in Industry City on Sept. 25, 2025.

NeuSpark Person Directed Services on Sept. 25 opened its new headquarters in Industry City.

The nonprofit, formerly known as Program Development Services, has supported people with disabilities since 1984, welcomed community members, partners and staff to a ribbon-cutting ceremony that featured tours of the new program services space and recognition of its direct support professionals.

Seven staff members were honored with the organization’s Going the Extra Mile Award for their outstanding contributions.

The Industry City headquarters is designed to serve as a hub for day programs, family support and staff training, strengthening NeuSpark’s mission of advancing independence, inclusion plus opportunity.

“This grand opening marks the beginning of an exciting new chapter for our organization,” said Executive Director Elizabeth Lynam. "From day programs and staff training to family support services, this new home gives us the resources to deepen our impact. Most importantly, it will allow us to better serve the people we support—helping them thrive with independence, connection, and opportunity.”

The space also highlights the stories of program participants such as Ulysses Ramos, who began with NeuSpark as a youth and today plays a leadership role in welcoming and inspiring new staff.

NeuSpark PDS delivers more than 100,000 services each year across Brooklyn, the Bronx and Manhattan, including residential programs, clinical supports, day habilitation plus community-based services. The new headquarters represents an expansion of that work and a deeper investment in Brooklyn’s disability community.
