A former NYPD detective was arraigned in Brooklyn for allegedly assaulting a handcuffed prisoner while holding a padlock.Prosecutors say that in January, Raymond Ng repeatedly punched a prisoner with a metal lock at the police precinct in Carroll Gardens. They say Ng was mad that the prisoner tried to spit on him. Ng was demoted and placed on modified duty. More on this from News 12 Brooklyn.
