New York Attorney General Letitia James, along with 20 other attorneys general and state governors, won their case after suing the Trump Administration over Continuum of Care Programming funds, according to the Office of the Attorney General in a press release on Friday.
The CoC provides billions of dollars for organizations across the country working in housing services for homeless families. The Office of Attorney General said that the Department of Housing and Urban Development had attempted to impose illegal conditions on the billions of dollars worth of funds which the CoC provides for organizations across the country who support families experiencing homelessness.
In New York, 24 regional CoC organizations receive more than $320 million to provide housing-related services. Over 90 % of funds go to permanent housing and support nearly 14,000 existing households in the state.
The U.S. District Court for the District of Rhode Island ruled that HUD’s notice of funding opportunity would have capped funding below levels necessary to maintain previously existing housing projects, putting tens of thousands of people at risk of losing their current homes.
“It is shameful that this administration has tried repeatedly to break the law in order to push their political agenda and jeopardize this critical program," said James.
After winning the case, James and the coalition prevented HUD’s conditions from being implemented in the fiscal year 2026. The U.S. The District Court for the District of Rhode Island requires HUD to issue a new notice of funding opportunity that does not violate the law.
