Bronx Beats Brooklyn in New Housing Growth in 2023

The city still has far less housing than needed, says Dan Garodnick, the director of the Department of City Planning.

For the first time in 11 years, real estate developers built more housing units in the Bronx rather than in Brooklyn in 2023, according to a new report from the Department of City Planning. 

There were 27,980 homes, both affordable and market rate units, built in the city in 2023, slightly more than 2022, according to a DCP news release on Thursday. 

For the first time, the Bronx had the highest number of completed units in new buildings of all five boroughs at 9,842, while Brooklyn had 9,271 units. Kings County has added the most housing units in the city every year since 2012.

In Brooklyn, the neighborhoods of Greenpoint, downtown Brooklyn and Prospect Heights added the most housing units last year, the DCP said. 

One disturbing trend the report highlighted was the significant drop in housing permits that were issued last year. There were only 16,359 permits issued, the lowest number of units since 2016, the report said. This drop likely coincides with the lapse of the 421-a tax benefit. 

That said, 32% of the permitted units were in Brooklyn, according to the report. 

“New York City is producing far less housing than needed, and the housing that is being built is concentrated in just a few neighborhoods," said DCP Director Dan Garodnick. "This imbalance is at the root of much of our housing crisis, and is driving up the cost of rent, exacerbating the imbalance of power between landlords and tenants, and forcing working New Yorkers out of our city."

Meanwhile, the neighborhoods of Windsor-Terrace/South Slope and Brighton Beach built less than 10 new units in 2023.
